Superior Construction Celebrates the Opening of Two Major Transportation Projects in Clay County, FL
CLAY COUNTY, Fla. (OCTOBER 17, 2025) — Superior Construction has successfully completed two interconnected infrastructure projects in Clay County, Florida, which both opened to traffic in early August. The new Cathedral Oaks Parkway and finished portions of the First Coast Expressway are transforming transportation in the area.
Cathedral Oaks Parkway Welcomes Traffic
The Cathedral Oaks design-build project delivered 3.3 miles of two-lane divided roadway, linking areas east of SR 23 with Maryland Avenue (CR 315) in Green Cove Springs.
Superior’s Design-Build team executed comprehensive infrastructure work, including 9,000 linear feet of storm drainage systems, 1,700 linear feet of 24-inch prestressed concrete piles, two box culverts, and a six-span bridge over Peter’s Creek. The team also moved and replaced 200,431 cubic yards of on-site embankment material during construction.
First Coast Expressway Segments Complete
In addition, drivers now have access to newly constructed First Coast Expressway segments totaling 18 miles, which establish connectivity from Blanding Boulevard to U.S. 17. When fully complete, the portion of the expressway completed by Superior will encompass 9.7 miles of multi-lane divided highway, 15 bridges, and four tolling facilities. The final route creates an alternative transportation corridor around Jacksonville, linking Interstate 10 in Duval County with Interstate 95 in St. Johns County.

Enhanced Regional Connectivity
The simultaneous opening of these projects showcases Superior Construction’s capacity to coordinate complex infrastructure delivery for multiple owners. Cathedral Oaks Parkway, owned by Clay County, establishes crucial local connections while linking directly to the broader expressway network, which is owned by the Florida Turnpike Enterprises (FTE). These projects represent comprehensive transportation solutions for Clay County’s expanding communities.
