NAVFAC Building 350 Road Repairs and Drainage

Blount Island Command serves as a critical Marine Corps support facility in Jacksonville, Florida, providing equipment and logistics support for naval operations throughout the region. The base’s central hub, Building 350 (known as “Big Blue”), houses maintenance operations for boats, armored vehicles and tanks. When the roadway surrounding this essential facility began deteriorating under the weight of heavy military equipment, the Department of the Navy partnered with Superior Construction to build a comprehensive roadway rehabilitation that would maintain operational capacity throughout construction.

The Work

Superior is reconstructing the roadway network surrounding Building 350 at Blount Island Command, replacing deteriorated pavement with 14-inch reinforced concrete designed to withstand heavy military equipment operations. Crews are placing approximately 4,700 cubic yards of concrete pavement, primarily configured as two 12-foot lanes. The unique challenges of working on an active military base required Superior to develop a three-phase construction approach, allowing portions of the roadway to remain operational for critical military movements and monthly troop deployments.

Superior brings distinctive capabilities to this project through our ability to batch and pour concrete using our own equipment and facilities. At our Jacksonville concrete plant, Superior produces a specialized 5500 PSI concrete mix similar to concrete made for airfield applications. This provides the strength and durability required for heavy military equipment loads. Working in partnership with DBE-certified subcontractors, Superior is self-performing all concrete paving operations while managing the complex logistics and security requirements of this military installation.

The Results

This project is Superior’s first contract with naval facilities, meeting the stringent security and logistical demands required for military construction work. When the reconstructed roadway is finished in February 2026, it will provide a durable, long-term solution capable of supporting the base’s heavy equipment operations without the maintenance issues that plagued the previous pavement system.
