Cecil Airport Expansion Apron
Cecil Airport supports both commercial and military operations in Northeast Florida. When Boeing sought to expand its East Coast maintenance capabilities for KC-46 Pegasus aircraft, the company partnered with Superior Construction to create the necessary infrastructure. Superior worked as a subcontractor to Haskell Construction to deliver more than 12,000 square yards of precision concrete paving for an apron expansion and connecting taxiway, enabling Boeing to service these important military aerial refueling aircraft.
- 12,724 square yards of lean concrete base (P-306)
- 12,539 square yards of 14-inch concrete pavement (P-501)
- Self-performed concrete production via off-site batch plant
- Specialized airport paving equipment deployment

The Work
Superior Construction executed a comprehensive concrete paving operation to expand Cecil Airport’s apron and connecting taxiway infrastructure. The project required specialized airport paving techniques, beginning with a six-inch lean concrete base (P-306) designed to support heavy aircraft loads before progressing to the final 14-inch concrete pavement (P-501) surface.
The team utilized specialized paving equipment, including Wirtgen I94 and Wirtgen 180i cure machine, along with RTP 500 machinery for placement, to achieve the precise specifications required for airfield pavements. Superior utilized its nearby concrete batch plant, which allowed crews to maintain optimal concrete consistency and regular delivery schedules throughout the paving process.
A key advantage of Superior’s self-performed production was the ability to lay concrete much faster than with traditional ready-mix delivery. The batch plant operation allowed Superior crews to place approximately 400 cubic yards per day using dump truck delivery with optimal 1-2 inch slump concrete, significantly outpacing the 200 cubic yards typically achievable with ready-mix trucks.
The project also included the installation of a new automated rolling gate foundation to support enhanced security fencing around the aircraft operations area, ensuring proper access control for military aircraft maintenance activities.

The Results
The completed apron expansion provides Boeing with the necessary infrastructure to maintain and service KC-46 Pegasus aircraft at Cecil Airport, supporting the company’s East Coast operations expansion. Superior’s efficient concrete paving operations and self-performed batch plant capabilities enabled the project to maintain its aggressive four-month timeline while meeting stringent aviation standards.
