Superior Construction and Lane Construction to collaborate on $1B joint venture for FDOT
The multi-year partnership will revamp Tampa’s Westshore Interchange
TAMPA, Fla. (April 18, 2023) — Superior Construction and its joint-venture partner, the Lane Construction Corporation, the U.S. subsidiary of the Webuild Group, have been named the preferred team in exclusivity for a project to modernize the Westshore Interchange (I-275/SR 60) in Tampa, Florida, a multi-year effort whose combined value is to total $1 billion.
The joint venture, in which both companies have a 50% stake, has already signed a $10 million contract with the Florida Department of Transportation for the planning phase of the project. Lane and Superior will develop a multi-year program to rebuild one of the city’s busiest interchanges, improving safety and increasing capacity to ease traffic flow. The planning phase is to be completed by November 2023, with construction – to be awarded as a separate contract – set to begin by spring 2024.

Tampa’s Westshore Interchange is the point where the I-275, SR 60 and Veterans Expressway converge. The project will increase capacity along the east end of the Howard Frankland Bridge to Lois Avenue and north of State Road 60, extending to State Road 589 (Veterans Expressway). It will include general use and tolled express lanes, as well as direct ramps to the Tampa International Airport. The aim is to improve the safety and ease the flow of traffic for more than 400,000 daily vehicles that are anticipated by 2045.
The Westshore district is the largest central business district in the state of Florida, with some 4,000 businesses, two shopping centers, 40 hotels and about 250 restaurants. It is also a few miles from downtown Tampa and the Raymond James Stadium. The district’s central location, its growing residential population and increased traffic to and from the airport have highlighted the urgency of the strategic project.
The members of the Superior-Lane JV team have previously delivered $4.9 billion in PDB transportation projects, including $3 billion in toll-managed express lanes. Recently, JV lead Superior was also awarded FDOT’s first PDB contract for the Sanibel Causeway emergency repairs. Lane is widening a busy downtown section of I-275 to provide more efficient mobility of people and goods through the Tampa Bay area. Both Superior and Lane have experience navigating the unique challenges Tampa’s Westshore Interchange project presents, such as the need for transit accommodations, multilevel system interchanges, coordinating with the Federal Aviation Administration (FAA), and accommodating very high traffic volumes in urban locations.
