Superior Construction to Repair Blount Island Military Base Road and Drainage

JACKSONVILLE, Fla. (June 5, 2025) — Superior Construction, a family-owned American infrastructure contractor, has been awarded a source selection contract by the U.S. Navy’s Naval Facilities Engineering Systems Command (NAVFAC) Southeast to rebuild and upgrade the main roadway encircling Building 350 at Marine Corps Blount Island Command in Jacksonville, Florida. The project aims to restore and improve this vital transportation route, which has suffered extensive wear from years of heavy military vehicle and equipment traffic.

The $15.5 million contract, awarded through a competitive design-bid-build process, involves Superior Construction removing and replacing the existing roadway with a new reinforced concrete pavement. The improved two-lane, 24-foot-wide road will better withstand the demanding loads of armored vehicles, tanks, and support equipment essential to the base’s operations. In addition to the roadway rehabilitation, Superior will install new roof drains on Building 350, also known as “Big Blue,” further enhancing the site’s durability and resilience.

Construction began in March 2025 and will be executed in three carefully sequenced phases to ensure uninterrupted access for ongoing military operations and future deployment needs. The project is expected to be completed by February 26, 2026, with the assistance of key subcontractors, including GEC Trucking & Construction, Inc., and D & J Erosion Control Specialists. Superior Construction will self-perform the concrete removal and paving using advanced batching and paving equipment.

“Superior is uniquely qualified for this job because we’re one of only a few Northeast Florida contractors that can batch our own concrete in our central batch plant and then place the concrete using advanced machines, like a specialty paver, belt placer and textured cure machine,” said Superior Construction Division Manager Greg Brown.

The project scope includes the following:

  • Placing 4,700 cubic yards of concrete
  • Paving 5500-mix concrete at a depth of 14” to enhance durability 
  • Installing new roof drains on Building 350
  • Phasing construction to maintain operational access

To improve project outcomes, Superior’s project management team completed EM 385-1-1 training, educating workers about the U.S. Army Corps of Engineers’ safety guidelines. They will also assign on-site health, safety and environmental professionals to ensure strict compliance with the USACE’s stringent safety and health requirements.
